The Severan dynasty: the golden age of Pannonia
As governor of Upper Pannonia, Emperor Septimius Severus (193-211) acquired power with the support of the Pannonian legions. During his reign and that of the Severan dynasty (193-235) Pannonia and its army occupied a focal place in the emperor’s policy, which was reflected in a number of imperial beneficial acts affecting the military and urban communities of the province. During the rule of the Severan dynasty important changes took place in the Empire, too: in 212 Emperor Caracalla (211–217) granted Roman citizenship to all free subjects of the Roman Empire.
